- Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper. 
- In a medium bowl, whisk together flour, baking powder, baking soda, and salt. 
- In a large mixing bowl, cream together the softened butter, granulated sugar, and light brown sugar until light and fluffy (about 2–3 minutes). 
- Mix in the egg, vanilla extract, orange extract, and orange zest until well combined. 
- Gradually add the dry ingredients to the wet ingredients, mixing until just combined. 
- Gently fold in the white chocolate chips until evenly distributed. 
- Use a cookie scoop or spoon to drop dough balls onto the prepared baking sheet. Create a small indentation in the center of each cookie with the back of a spoon and fill it with a small spoonful of orange preserves. 
- Bake for 10–12 minutes, or until the edges are lightly golden. 
- Remove from the oven and let the cookies cool on the baking sheet for a few minutes before transferring them to a wire rack to cool completely.
