Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
In a medium bowl, whisk together flour, baking powder, baking soda, and salt.
In a large mixing bowl, cream together the softened butter, granulated sugar, and light brown sugar until light and fluffy (about 2–3 minutes).
Mix in the egg, vanilla extract, orange extract, and orange zest until well combined.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Gently fold in the white chocolate chips until evenly distributed.
Use a cookie scoop or spoon to drop dough balls onto the prepared baking sheet. Create a small indentation in the center of each cookie with the back of a spoon and fill it with a small spoonful of orange preserves.
Bake for 10–12 minutes, or until the edges are lightly golden.
Remove from the oven and let the cookies cool on the baking sheet for a few minutes before transferring them to a wire rack to cool completely.
